  1. This answer: “makes forwarding decisions based on the MAC address of a packet” appears to be incorrect.
    A layer 2 switch never looks at layer 3, it does not have that capability, however, it will move packages within the frames (so this is correct “moves packets within a VLAN”).
    And secondly; a packet does not contain MAC information of any kind, it has IP information. The frame is the one that carries the MAC addresses.
